The Council was launched in 2005 by four leading Georgian NGOs: Open Society - Georgia Foundation (OSGF), which was at the same time a main donor of the project, Liberty Institute, Georgian Young Lawyers Association (GYLA) and the Caucasian Institute for Peace, Democracy and Development (CIPDD).

Currently the Council represents autonomous project which tries to involve in its activities maximally wide spectrum of the civilian organizations and experts interested in defense and security sector reformation issues. Technical management of the project is conducted by the Center for Peace and International Relations Studies.
